Rolling blackouts: shaky start

As a preventative measure against large-scale blackouts, Tokyo Electric Power and Gas started implementing rolling blackouts yesterday in Tokyo, Saitama, Kanagawa, Chiba, Yamanashi, Gumma, Tochigi, Ibaraki, and Shizuoka Prefectures. A good deal of confusion ensued as the power outages did not proceed according to publicly announced schedules and commuters were stranded without train service in a number of instances. 

Rolling blackouts to begin around Japan

With power availability down significantly due to shutdowns at nuclear facilities throughout Japan, the government announced that rolling blackouts will begin today and encouraged conservation efforts from everybody in the country.
